The road itself:

This parkway follows S.R. 366 from Swift Trail Junction to Hospital Flat.

How to get to the road:

From Tucson, travel southeast on Interstate 10 and travel past Willcox then head north on U.S. 191, to the west before reaching Safford there is a turnoff for S.R. 366 the scenic road.
