Hells Canyon Scenic Byway

Traveling from Elgin, the highway makes a steady climb into the Wallowa Mountains, then twists and drops dramatically to the confluence of the wild and scenic Minam and Wallowa Rivers. Fishermen often visit the waters of the beautiful Wallowa River, which crowds the highway for many miles.
